Cycle-time analysis across the handover bundles, measured against the agreed standards and reported to the Ministry of Finance as program owner.
Finding
Waiting, not review, is the bottleneck. Consultant review typically takes 2 to 10 days. Time spent waiting between steps makes up most of the elapsed time, and in the worst bundles runs to hundreds of days.
Bar lengths are drawn to the same scale. The longest waits are the four highest values across the sampled bundles.

How I report it
- Median and mean together. The median is the typical bundle, the mean shows what the tail costs.
- Every duration against its standard (3 days for HLGA, for example), so the gap is visible.
- Outliers handled one by one. A bundle at 600 days is a case to resolve, not an average to explain.
- Waiting time as its own measure, separate from review time, so each side can see what it owns.
